    The NRDC is working to make the Global Climate Climate Action Summit a success by inspiring more ambitious commitments to the historic 2015 agreement and enhanced pollution reduction initiatives. The EU and its member states are among the nearly 190 parties to the Paris Agreement. The EU formally ratified the agreement on 5 October 2016, allowing it to enter into force on 4 November 2016. In order for the agreement to enter into force, at least 55 countries representing at least 55% of global emissions had to file their ratification instruments. The 197 “negotiators” committed to developing long-term strategies to develop low-greenhouse gas emissions. This is the first time that a universal agreement has been reached in the fight against climate change. The agreement stated that it would only enter into force (and therefore fully effective) if 55 countries that produce at least 55% of global greenhouse gas emissions (according to a list drawn up in 2015) [65] ratify, accept, approve or adhere to the agreement. [66] [67] On April 1, 2016, the United States and China, which together account for nearly 40% of global emissions, issued a joint statement confirming that the two countries would sign the Paris climate agreement. [69] 175 contracting parties (174 states and the European Union) signed the agreement on the first day of its signing. [59] [70] On the same day, more than 20 countries announced plans to join the accession as soon as possible in 2016.

    The ratification by the European Union has achieved a sufficient number of contracting parties to enter into force on 4 November 2016. Recognizing that many developing countries and small island developing states that have contributed the least to climate change are most likely to suffer the consequences, the Paris Agreement contains a plan for developed countries – and others that are able to do so – to continue to provide financial resources to help developing countries reduce and increase their capacity to withstand climate change. The agreement builds on the financial commitments of the 2009 Copenhagen Accord, which aimed to increase public and private climate finance to developing countries to $100 billion per year by 2020. (To put it in perspective, in 2017 alone, global military spending amounted to about $1.7 trillion, more than a third of which came from the United States. The Copenhagen Pact also created the Green Climate Fund to mobilize transformation funding with targeted public dollars. The Paris agreement expected the world to set a higher annual target by 2025 to build on the $100 billion target by 2020 and create mechanisms to achieve this. While mitigation and adjustment require more climate funding, adjustment has generally received less support and has mobilized fewer private sector actions. [46] A 2014 OECD report showed that in 2014, only 16% of the world`s financial resources were devoted to adaptation to climate change. [50] The Paris Agreement called for a balance between climate finance between adaptation and mitigation, highlighting in particular the need to strengthen support for adaptation from the parties most affected by climate change, including least developed countries and small island developing states.

    The agreement also reminds the parties of the importance of public subsidies, as adjustment measures receive less public sector investment. [46] John Kerry, as Secretary of State, announced that the United States would double its grant-based adjustment funding by 2020. However, the “contributions” themselves are not binding under international law because of the lack of specificity, normative nature or language necessary to establish binding standards. [20] In addition, there will be no mechanism to compel a country[7] to set a target in its NDC on a specified date and not for an application if a defined target is not achieved in an NDC.
