While I haven't heard anything about this bullshit happening in Cali., I have heard the news about it happening in Ireland. From what I here, business that also double as residences will be allowed to smoke. This includes bars with rooms over them, and, strangely enough, psychiatric wards. Perhaps the same time of exceptions are in effect in Cali.
