Sure, a 'suggestion' is just a 'suggestion', but when hidden behind the pretension of anonymity, and layered underneath a bunch of coding that not only doesn't work, but makes my browser very very angry, it doesn't really matter anymore. It's stupidity at that point.
In my opinion, if you're going to suggest a new colourscheme on a board, you'd best be at least an established regular, if not an old one.
And if you're going to do it, you'd better know what the fuck you're doing.
The >Style< tag is for use in cascading stylesheets. If you look it up, you'll notice that it only works when used properly -- like, say, when it's used to indicate the type of stylesheet the site is going to be. Look it up at about.com sometime....
If he was going to use the STYLE tag, 'body' and everything else beyond that probably should've been within it, if anywhere in the document at all.
His suggestion for 'new colours' should've looked something like this:
