In the end, all parties recognized the need to “prevent, minimize and address losses and damages,” but in particular any mention of compensation or liability is excluded.  The Convention also takes up the Warsaw International Loss and Damage Mechanism, an institution that will attempt to answer questions about how to classify, address and co-responsible losses.  The Paris Agreement officially entered into force on 4 November 2016. Other countries remained parties to the agreement following their national approval procedures. These rules of transparency and accountability are similar to those set out in other international agreements. Although the system does not include financial sanctions, the requirements are intended to easily monitor the progress of individual nations and promote a sense of overall group pressure, discouraging any towing of feet among countries that might consider it. From 30 November to 11 December 2015, France hosted representatives from 196 countries at the end of the Un Climate Change Conference (UN), one of the largest and most ambitious global meetings ever held. The goal was nothing less than a binding and universal agreement to limit greenhouse gas emissions to levels that would prevent global temperatures from rising more than 2oC above the lower temperature levels set before the start of the industrial revolution. Article 6 has been described as relating to some of the main provisions of the Paris Agreement.  Overall, it describes the cooperative approaches that the parties can take to achieve their national reductions in CO2 emissions. It thus contributes to making the Paris Agreement the framework for a global carbon market.
 Since the adoption of the United Nations Convention on Climate Change in 1992, Turkey has become more dependent on fossil fuels, particularly coal, to cope with the growing demand for energy. Emissions increased by 135.4% between 1990 and 2016. Turkey and three major oil-exporting nations are among the seven countries that have yet to ratify the 2015 Paris climate agreement. Angola joined Kyrgyzstan and Lebanon and ratified in 2020, meaning the 190-nation agreement was formally approved by 197 nations. Despite Trump`s campaign promises, the White House is under intense pressure to stay in the Paris accord. Foreign Secretary Rex Tillerson, Energy Secretary Rick Perry, counselor and first daughter Ivanka Trump and her husband, adviser Jared Kushner, support staying in the agreement, but with some adjustments to the emissions target.
